On The World on BBC4 TV, 14 June 2004, there was an extended report about the mayor of Tirana.
The programme showed him in his office with the flags of (undoubtedly) Albania and (presumably) Tirana. This is a blue flag with a coat of arms.

The main unknown is the ratio. For lack of any other information, I have made it the same as the national flag, which is 5:7
