I located the flag of the city of Livno at a Croatian

anymore) , and it seems that the flag is 1:1.

I am very much in doubt weather the flag is really 1:1. I
would be ready to bet that it is 1:2, and that this image is
"only" used there as button or something similar. But,
I'll try to contact the webmaster. Livno is not in Croatia, but
in B&H (though in mainly Croat populated area, once known as Herzeg-Bosnia). It is in canton
Herceg-Bosanski, and may even be the capital of it

After further consulting with the author of the site. I'm able
now to send the flag image. The flag is used also in vertical
version, with CoA rotated im order to stay in the same position.
This is used possibly more often then the "normal"
flag, since he had some trouble to find confirmation for the
"normal" flag. Adopted around 1992.

There was also a photo of the vertical variant with two tricolors
(and no BA flag!!!)

Based on mail exchanged with the people living there, it seems
that the flag in use is 1:2, just as the Croatian flag and HRHB
flag. IMHO, there is little possiblity that the official flag is
defined otherwise.
Vertical flag is reported to me . Anyway, the region is heavily
populated with Croats and as it seems. The canton of which Livno
its capital adopted the Croatian tricolour as their cantonal
flag, and even if that was proclaimed unconstitutional it seems
that they use it nevertheless.
