Belgium is divided into municipalities called Gemeenten
(Dutch) or Communes (French).
Some municipalities present themselves officially as Stad
(Dutch) or Ville de (French), e.g. Stad
Aalst and Ville de
Charleroi. According to Mr. Tom
Doesselaere of the Flemish Government website who sent me an answer
about how and why, this privilege is still based on medieval city
rights and freedom charters. Some of these "city communes" may be
very small, like Lo-Reninge which has
only 3,217 inhabitants.
