So, it can be either plain red, red with yellow border,
red with coat of arms and red with yellow border and coat
of arms — is that it? And how wide is this border?

The current Oruro department flag is the flag used
in the war of independence by Sebastián Pagador,
Barrón and others. The red is for courage and bravery.
