On September, 14, 2004, the President of Republic of Belarus
by decree number 446 has ratified coat of arms and flag of the
Region of Brest. The flag proportions of width to length as 1:2
The flag repeats figure of coat of arms of the Region of Brest.
On blue flag a yellow zoubre (Bison bonasus) on a red stylized
tower is represented.

The first (as far as I know) flag of an oblast of Belarus.

The description is mostly of the Coat of Arms of Brest oblast.
The flag is briefly described as a "red and light blue
rectangle with a golden bison in the center of the red
part".

Red and light blue looks certainly very much like the former RSFSR flag.
