I must stress that this source is a poor indicator of the actual proportions of the municipal flags. Some flags are just annexed to the CoA's in a square proportion. Two of these flags were presented previously in a 2:1 proportion.  Many of these flags could be such.  I think it will be wise to place a note that indicates that the true proportions of these flags could be 2:1 also.

Riosucio Cultural Institute

INSTITUTO CULTURAL RIOSUCIO - The Institute was founded in November 1966 by Decree #148. It is located in the Municipality of Riosucio, in the western part of the departemnt of Caldas.
The flag is made of three horizontal stripes yellow-gold, black and red with an equal basis [i.e. with an esual width along the hoist], the black stripe ending in a point. Yellow means wealth, black science and wisdom, and red love.

Considering that "Riosucio" (or rather "río sucio") means "dirty river" I may wonder that the black triangle may stand also for something else...
