Could there have direct influence?  Are we seeing the start of a new series of flags influenced by the green pall?

I don't think so. The Czech criteria are about the same as e.g. the criteria of the Fryske Rie foar Heraldyk (Frisian Council of Heraldry) in the Netherlands, which allowed the flag of Twijzel.
What has been written there is probably also applicable to the flag of Horní Jiretín - therefore in the Czech Lands the South African-style flag will possibly be allowed only in this instance.
