That's a 'korbel', which is part of the wheel with two spokes
left. This heraldic device dates back to at least 1368 in the Pilsen
region. It appeared on the seal of Jan a Precha, Lord of Kornatice,
in 1418. Since that it was incorporated into arms of Kornatice and Hlince,
all in the Pilsen (Plzeò) vicinity.
