The animated flag of Amt Biesenthal-Barnim reported by Jarig Bakker is quite different, horizontally green-white with different arms. It appears to be the same Biesenthal, but maybe the latter flag belongs to some supra-municipal authority.

That's right. The city of Biesenthal is part of the Amt Biesenthal-Barnim, together with four other communes. In Brandenburg, an Amt is a level of administration between the counties and the individual communes. Such levels also exists in several other German states, possibly with different titles.

Biesenthal received city rights in the early 14th century from the Counts of Brandenburg. The seals only showed the red eagle of Brandenburg until 1902, when the present arms were devised. Although the combination of eagle and castle looks historical, the arms thus are not very old.Literature: Bensing et al. 1984.
