According to the French Navy Album, issue 2000 [pay00] - Minister of Defence (7:11) - National tricolour with the lesser CoA off-set to hoist (vertical axis of the CoA divides the length of the flag in 9:13, while the height of the CoA is 4/7 of hoist.
