I located an image at http://www.rk.ee/symb/poltsama.html . Adopted: 5 September 1997 . Ratio: 7:11. It has different shades and proportions than the one reported by http://www.aiesec.ee/~roby/linn/lipppilt.html

The flag above is the correct one but the tone of green is same as in the coat of arms. Crown refers to the Kingdom of Livonia (1570-1578) which was capital Põltsamaa. Steps refer to the castle of Põltsamaa.
