The fly in the flag shown in this website appears to be dark pink and definitely contrasts with the red in the coat-of-arms.

That photograph shows very distorted shades of regular (green and red) colours, due to light effects on a very shiny (silk or glossy polyester) surface. The different colour on the arms can be due to the fact that on those quality flags the arms is normally embroidered onto the flag using a different material. Nonetheless, I must admit comparing with the nearby flags of Spain and Cantabria in that webpage that the fly is not medium red.
