[During a recent vacation, I noticed that] in San Sebastián, interestingly, both the ayuntamiento [city council] and the main library flew only the municipal flag: a plain white flag with a small blue canton. The canton appeared to be square and about 40% of the height of the hoist, but this may not be exactly correct.

Flying the city flag alone is a common solution to avoid flying the Spanish flag which would attract independentist flag-burning mobs or flying the Basque flag without flying the Spanish one which is illegal in official buildings, including Basque Government ones.
