This flag belongs to the United Planets Space Force, from the Japanese (parody!) series The Irresponsible Captain Tylor. Since it is a parody of heroic space opera/militaristic nationalism, the use of the japanese flag with a green starburst strategically placed to make the entire design bear a subtle resemblance to a giant tomato is wholly appropriate.
