The flag (proportions 2:3) is a banner of arms. I don't know the signification of the colours, but the first stripe is a banner of the Royal arms of France. The third stripe is related with the arms of Upper-Alsace (Haute Alsace = Haut-Rhin), which are "gules a bend or with six (3 and 3) crowns or".
