Improper use of French flag in Boulogne.
14 July 1887. Complaint made that Captain Shmeer, Prussian commander of British steam ship Merthyr, made improper use of the French flag. When the ship was dressed for a festival the French flag was flown at the mainmast, below the pavillon of Damier (chequered flag), Numeral 3 (blue and red), and quarantine flag. He claimed that it had been hoisted in mistake for letter T.
Arrêté d'Expulsion issued. Resolved on 28 November by legal statement from Shmeer.
