The naval ensign (coastguard ensign) is based on the UK white ensign with the national flag in the canton. The drawing I received clearly shows that the cross of the ensign is used for the bottom and right sides of the national flag, so the bottom row of stars is on the arms of the cross. This leads to a slightly strange shaped national flag as the border is thicker than would normally
