Saint-Martin is located North of Saint-Barthélémy and south
of Anguilla. Its southern part (Sint
Maarten) belongs to the Netherlands
Antilles, whereas itsnorthern part (52 sq. km, 28518
inhabitants) belongs to Guadeloupe. It constitutes, along with
Saint-Barthélémy the arrondissement of
Saint-Martin-Saint-Barthélémy, whose capital, Marigot, is
located in Saint-Martin.

The French part of Saint-Martin (52 sq. km, 28,518
inhabitants) is currently a part of the arrondissement of
Saint-Martin-Saint-Barthélémy, one of the three arrondissements
which constitute the department of Guadeloupe. The capital city
of the arrondissement is Marigot, located on Saint-Martin.
I don't know if the word "dépendances" used in the
past to designate the remote island administratively incorporated
into Guadeloupe (Marie-Galante, La Désirade, St. B. and St. M.
is still in use). Logically, "dépendances" should have
been dropped since islands near the European coasts of France are
not called "dépendances" of the departments to which
they belong and all departments are supposed to have the same
status.

Following 6th December referendum, the French government said
it's preparing a constitutional law separating St Martin (French
part) and St Barthelemy (Separately) from the Guadeloupe overseas
departement. This means both will become Overseas Collectivities
(like St Pierre & Miquelon, and Mayotte), and probably get an
ISO country code.

In issue 21 of Balough is a light blue flag with a shield. I
have not found in the Balough Bulletins another flag attribued to
Saint-Martin. The issues of Balough are from 1995 (number 1) to
1997 (number 23), and the Saint Martin flag is reported in the
issue 21. If the book is from 1994 I assume that the info was
wrong or that Saint-Martin changed its flag after 1994.

This island is split between the Netherlands Antilles and
Guadeloupe, which is a French DOM. Sint Maarten has a flag
similar to the Philippine wartime flag, but with a coat of arms
instead of the sun and stars. Saint-Martin maybe has a flag - the
"cocktail glass" design.
Perhaps the Saint-Martin flag alludes to the Sint Maarten flag?
