Overview

Rakovica is community in Karlovacka county. It is is situated on the main road from Karlovac to Plitvice lakes and futher south. It is the place where so called Rakovica uprising started under leadership of Eugen Kvaternik in 1871. Even if the uprising was unsucsessful, it was the first attempt of creation of the modern national state. The name of the place is also a word used for crayfish, so tehre is little wander how they choose the arms.
The CoA and the flag are adopted by "Odluka o grbu i zastavi Opaeine Rakovica" (Decision on the CoA and the flag of the Community of Rakovica), 10-JUN-1997. The text and image were kindly provided by Mira Bicanic from Tourist board of Rakovica http://members.xoom.com/rakovica/.
The CoA is blazoned: Or, a Crayfish Gules. The flag is said to be Bordeaux red with the coat of arms in the middle, and in ratio 1:2.

Ceremonial Flag

The image accompanying the text of the Decision contains beside the CoA and the flag, also the ceremonial vertical flag, which is not at all prescribed by the Decision. Status of that flag is unclear, however it is a nice one so I include it here. The flag is of gonfanon type vertically hoisted richly embroideried banner, rectangular with triangular ending, bordered in yellow and with yellow fring allong lover edges, also with five yellow bordered red rectangular sleeves for the crossbar along upper hoist. The overall ratio is rater approximately 1:2. In the middle there is the coat of arms bordered yellow, above it there is arched inscription in two rows OPC/INA RAKOVICA, and below there are four branches of different species typical for the region.
