Overview

Rovinj (Rovigno) uses white Coat of Arms with an unusual cross with the vertical bar being slanted (so I guess better blazoning would be Argent a bar and a bend sinistre Gules). I believe that this is historically result of putting the normal cross on the oval 3D shield, i.e. picturing such 3D shape in 2D surface - "misinterpretation" (possibly intended to create differentiation from many such Coat of Arms ) of that produced a bend (sometimes obviously curved) instead of the vertical bar. Be it as it like, the modern Coat of Arms of Rovinj is adopted as such, with mural crown above. The flag (which I found on official homepages, and I believe that it is ceremonial version rather then "normal") is vertical blue with Coat of Arms flanked with golden ornaments of oak and laurel leaves.

I believe that this flag is the ceremonial flag of the city and that the "normal" one is without the ornament of golden leaves. However, recently when I was in Rovinj, I could not confirm it (i.e I have seen no flag). The coat of arms is rather new (say around 1996, the flag is of the same date, I guess) redention of the ancient coat of arms of the city.

The horizontal flag, that is hoisted on the city assembly and few other sites in the city, as I have seen it and photographed in 2001, and the same was confirmed by Tomislav Šipek in 2003, is blue with the coat of arms in the middle, but untipicaly this is bordered with two columns of golden ornaments, oak leaves and acorns on the hoist and laurel in the fly.
The actual ornaments may be a bit more elaborate then in my drawing, but I never got the close enough image for that to copy from.

Coat of Arms

The coat of arms of Rovinj is white with red cross, as it is case of a number of Istrian cities. The characteristic of the cross of Rovinj is it arched form, probably dervied from the representations of the oval concave shield typical for Italian heraldic influence. The modern reporesentation of the coat of arms choose an other shield shape, and it have a civic (mural) crown above it.

I located a site in Italian (warning: very "heavy" page) at <digilander.libero.it>, which is dedicated to the histoey of the Coat of Arms of Rovingo (today Rovinj (Istria County, Croatia))
3 flags are there:
- Postcard with the old flag of the city with the subtitle in Italian:
"Questa bella cartolina di fine ottocento-inizi novecento, oltre al solito panorama di Rovigno, fornisce una esemplificazione della bandiera della cittā con stemma ".
- Gonfalone with the subtitle in Italian : "Il terzo č il Labaro della Cittā di Rovigno d'Istria in esilio, qui ripreso durante uno degli ultimi raduni degli esuli rovignesi tenutosi nella cittā d'origine"
- The flag on top (with no credit) with the subtitle: "Si veda anche il Labaro dell'attuale cittā di Rovigno"

I suppose that the site is maintained by the organization of the Italians that left Rovinj after the WWII and now live in Italy. These (and other Italians that left Croatian coast then) are known as Esuli (guess stems from Itailan word for 'exile'). Such organizations are mainly focused in preserving the cultural heritage, but sometimes iridentistic and fascist ideologies surface.

The coat of arms of Rovinj used before the World War II, during the Italian rule was basically the same as the modern one, differing in the artistical redention. The blue flag with the shield of the arms is recorded also in 1890's (and probably used before too).
