Overview

Bakar is a small city (about 6000 inhabitants) south of Rijeka at the end of Bakar bay. It is an important and natural port with long tradition (which is one of the reasons why such small palce gets city rights, otherwise city is defined as that with more then 10000 inhabitants, only if special historical or other reasons make exception).
Bakar was granted coat of arms to gether with civic rights in 1799 by Empress Maria Theresia. The coat of arms was granted in artistic style typical for the period with a cartouche with large landscapes and ornamentations around the shield within a circular inscription. The coat of arms itself was: tierced per fess, in the chief 5x2 chequy gules and argent, in the heart azure three towers argent embatteled and with a window and doors sable issuant from as many mounts vert, and in the base or an anchor sable fouled argent in bend.
In modern Croatia, Bakar was formed as community in 1992/93 and was upgraded to civic status in 1997. At some point, I estimate around 1995, the modern coat of arms was adopted, as per Ministry regulation/guidelines - the modernized shield of the historical coat of arms. On the flag I have no info. No doubt that it is a monocolour with the coat of arms, but I don't know which colour.

I received mail from Robert Grubisa from Rijeka informing me on the flag. Here is translation sumarized: Bakar - The flag is horizontal tricolour, ratio 1:2, white over yellow over blue without coat of arms. Information based on the flag seen on the city administration building in Bakar. it is not known if it was approved by the Ministry of Administration, but it is certainly in use.

The decision to adopt symbols was made in 1994 when Bakar was still a community, and a commission was formed. This was issued in the official gazette: Odluka o osnivanju i imenovanju clanova Komisije za zastavu i grb Opcine Bakar, 10.03.1993, Službene novine Županije primosko-goranske, br. 15/94, 16.05.1994.
The symbols were finally adopted only in 2000, but this is an other among the few decisions that I am missing the text: Odluka o grbu i zastavi Grada Bakra, Službene novine Primorsko-goranske županije, br. 16/00
I received recently from Robert Grubisa, a photo of the flag fying on the city hall in Bakar, so there is little doubt that the information is correct, even if this is a highly unusual flag for a Croatian city.
