Based on the Resolution No. 2/1991 (III.28.) Kr.  at http://veszprem.hu/varoshaza/rendeletek_1991_2.asp : The flag of Veszprém City contains horizontal dark blue (top) and dark red (bottom) fields in the center the CoA of the city. The flag is horizontal, the official size: 2,00 x 1,30 m.
