This flags (in fact the hoist part should be blue) is a old motive of
confusion. It was attributed to Khmers Rouge, to "moderate faction of the
Khmer Rouge" and to the MONATIO. Philippe attributed it to the
provisional government (between 13 and 17 April 1975). Smith shows another
flag to the Khmer Rouge.

The flag is the Khmer Rouge Party, which was headed by Pol Pot. The flag as
shown is detailed in The Flag Bulletin, No XIII;3.

The flag red and blue (not black) with a white cross in the center belonged to the "MONATIO", or "Mouvement National" (in french). The Catholic priest François Ponchaud, witness of the facts of April 17, 1975, said in his book Cambodge anée zero (Spanish translation: "Camboya a sangre y fuego. Año Cero", second edition, Buenos Aires, February 1979):
Algunos instantes más tarde, se apartó un grupo de hombres de negro. Gente
