It is not certain how long ago people inhabited the island of Namhae. However, it is assumed that the people already started to live there before the era of Samhan. It provides Namhae was a good living place for humans based on the fact that were discovered near the military base; the natural environment; mild climate; rich soil; abundant seafood; and which was very close to the mainland.

Gal-do Idong-myeon was incorporated in Tongyeong-gun in 1973. Namhae-myeon was erected into a Eup, so it became 1 Eup with 7 Myeons. Finally, the temporary offices of Sangju and Mijo were erected into Sangju-myeon and Mijo-myeon, and that today's Namhae is organized with total 9 Myeons and 1 Eup.
