Overview

Currently in Latvia administrative reform is in process. Now there are 26 districts and 7 cities as 1st order administrative units and more than 600 parishes and towns as 2nd order administrative units. After reform there may be 4 to 8 1st order administrative units (probably lands (zeme) or kingdoms (novads)) and 150 to 250 2nd order administrative units.
Currently only cities and towns (listed below) have flags. I've heard also about some flags of parishes but they are more gonfanons than flags (large inscriptions with names of parishes, motto etc.)

I'm little wondered about common practice there in Latvia to use silver (Tukums, Sigulda, Saldus) or gray (Rujiena)shades on flags instead of white. Are these shades used anywhere too? Or this is just fault of Latvian flag-creators?
