The new flags of Macau follow the previous ones with an interesting balance of
change and non-change: They both show emblems on a plain background, and the
emblems themselves are elegant developments of the respective ancestor. The
Islands Municipality new flag changed the background from orange to green
(though I know I've seen the old emblem on green also) and kept the previous
sun, fish and triangles motive (inattentive of its Christian symbolism). This is
now placed on a large lotus emblem from the Macao SAR flag, and a golden scroll
bellow, also, similar to the previous flag, read in Portuguese and Chinese
"Islands Provisional Municipal Chamber".

effective 20 December 1999 and was to expire on 31 December 2001 when the
Provisional Municipal Council of Macao and the Provisional Municipal Council of
the Islands would be replaced by the Institute of Civic and Municipal affairs.
