It is a verical triband of dark yellow, white and medium blue, with
the municipal emblem on the central panel. This is a Kenya-style African
shield which depicts a cityscape with a large rising (or setting?) sun
behind a local modern building on a green ground; in the foreground a sector
of a large cogwheel patterned with concentric wavy blue rings on white;
on its dexter edge, overlapping to the green area, a fouled anchor, black
with white rope. Red scroll over the cogwheel, reading in golden capitals
"CIDADE DA BEIRA", above "REPÚBLICA DE MOÇAMBIQUE"
(?), in smaller type; the tips of the scroll are wrapped around the edges
of the shield, in an M.C.Escher-like fashion. The edge of the shield itself
is decorated with black and white counterchanged crenelated pattern above
and below, the mid section (left and right) being patterned in what seems
to be coiled rope.
