This is the old flag of Zaandam, used 1938-1974.
Sierksma's "Nederlands Vlaggenboek", 1962 [sie62]
has this on it:
"Fourteen equally wide horizontal stripes of blue, black, and yellow,
with a canton diagonally divided red and white.
This flag was adopted by municipal resolution on 14 July 1938. In 1874
it was proposed to introduce a black and blue flag, but the city's archivist
told that the colors of Zaandam were red, blue, white, and yellow (the
colors of the CoA).
The 1938 flag was chosen from 25 designs, after a suggestion of one
of the council members to adopt a red flag had been turned down: "Politics
has no rôle to play in the choice of a flag", according to the mayor,
chairman of the council."
