At the 12th International Congress of Vexillology, Wolfgang G. Jilek presented a work about symbols in New Guinea where he showed an actual flag of the city of Port Moresby: yellow with the black silhouette of the "lakatoi" boat of the local Motu people and, below, the inscription "CITY OF PORT MORESBY". I attach a reconstructed image from the photograph he showed. Unknown proportions.

The cover of PNG: A fact book on modern Papua New Guinea, written by Jackson Rannells, published by Oxford University Press (Melbourne), 1990, shows the 19 provincial flags of the country in colour, with brief descriptions given inside. (...) I guess the national flag is for the National Capital District, as no flag is mentioned.
