On blue, the municipal coat of arms. Argent and azure barry wavy,
on a fess sable a castle tower or, litten and opened gules, between
two wine grapols of the second metal. Mural crown argent, with four
towers (town rank) and white scroll
with black letters reading "CONCELHO DE CASTELO DE
PAIVA" (Castelo de Paiva municipality).

The name means "Castle of Paiva" and Paiva is the name of a river.
This would account for the arms meaning since blue waves on white
is the usual portuguese heraldry symbolizing of rivers (while green
waves on white symbolize the sea).

Plain (monocolored) portuguese subnational flags are not allowed to have
armless variations: plain flags always carry the coat of arms.
