This flag is widely described in many on line sources, e.g. http://www.skepticfiles.org/american/symbol.htm and https://lightning.he.net/~atheists/catalogue/shop/prod7010.php. It was created and is used by the American Atheists org. (which apparently have the copyright) but I've seen it used also by others, e.g., at http://www.ateismo.net/quem_somos.php (page bottom), here localized with a "P", standing for Portugal.

For more discussion on atheist symbols see http://www.helsinki.fi/~ssyreeni/atheist/no-ghost-c-06.en.html or the empty ring atheism symbol at http://www.abarnett.demon.co.uk/atheism/symbol.html. Other atheist symbols can be found at:

Another atheist proposal

[Atheist Flag] by Jorge Candeias, 8 April 2001

Some time ago, a link was provided to this flag, but the link is now dead. I don't really recall if this was a one-person proposal or something else, more serious, that was actually flown. The symbolism is pretty obvious - it has that quality: The "A" for atheism breaks the black chains of ignorance and superstition, thus releasing the planet.
