This is a new, post-Ceausescu flag. Adopted when? Earlier the chief of state
(then titled Chairman of Councils of State and of Ministers) used a similar flag
but with a red border instead of the blue and with three edges fringes. Even
before that royal standards were in use.

My guess is that this flag is meant to be hung vertically, either from a balcony
on which the President is standing/sitting, or as a vexillum. The upper fringe
would dangle in front of the flag so to speak.
