Izhyevsk city
(Iẑevsk | Ижевск, a county-status city)

This is the flag of Izhevsk, capital of the republic of Udmurtia. I had some difficulties to download it because I first used a broken ftp A very big .bmp file (1,23 MB !!) is available as an .arj file at http://izh.ru/gorod/files/flag.arj.
