The attribute pri Ljubljani means 'near Ljubljana', since dol is a rather widely used noun meaning 'valley'.

The coat of arms and flagof Dol pri Ljubljani are prescribed by decision Odlok o grbu, zastavi in prazniku Občine Dol pri Ljubljani, adopted on 17 September 1996, and published in the official Slovene gazette Uradni list Republike Slovenije, 56/1996, with effect the same day.
The flag is rectangular, in proportion 2:5, horizontally divided green-yellow-blue (with respective proportions 2:1:2). It is a simplification of the municipal coat of arms.
The colour specification is, according to Pantone scale:

Unconfirmed design
The coat of arms of Dol pri Ljubljana is divided per bend by a golden wattle in green and blue. Black is used as outline of the shield and the wattle. Unfortunately, there is no image shown in the official gazette.

There is no mention of a vertical flag in the official decision, but this is hardly unexpected due to the simplicity of the flag. I would guess that a vertical flag is used, having the green field to the observer's left, as usual.
