Kaselj is a part of the city of Ljubljana (Slovenia), according to the local map.

The images of those flags are proposals for the flag as it is said on the Kaselj website that Kaselj still have no flag. 
However, I think that this is at least half-serious. However, we already know some examples in Slovenia where sub-community divisions have symbols of their own.
