The municipality of Šmartno ob Paki was formed in 1995.

Šmartno ob Paki (this last means 'on Paka' river) is one of the smallest municipalities in Slovenia, being of 17,84 km2 and 2,818 inhabitants.

The flag and arms of Šmartno ob Paki are described on the municipal website.
The flag, in proportion 1:2, is vertically divided blue-white-blue with the coat of arms in the middle. The height of the coat of arms is 1/3 of the flag height. Blue represents the Paka river whereas the white background increases the visibility of the coat of arms.
