Zagorje ob Savi had municipality status before the 1990s. The attribute "ob Savi" means "on the river Sava". "Zagorje" is a general term for a place "behind hills", used also in the name of a region in Croatia (Krapinsko-Zagorska County) and possibly in some other place names in Slovenia.

The coat of arms and the flag of Zagorje ob Savi that must have been in use well before the 1990s are shown in Banderas municipales de Eslovenia, published in Banderas [ban] #58 (March 1996), refering to Uradni Vestnik Zabauja [Zasavja], 8/11 that I have not located, neither have I any other legal source regarding those symbols.
The flag of Zagorje is a banner of the arms, in proportion 1:2. It is divided from the chief sinister corner radiating in arches into four unequal fields, green, blue, black and white. It is said that the colours represent vegetation (green), river Sava (blue), coa
