The municipality of Horjul was formed in 1998 by the division of the municipality of Dobrova-Horjul-Polhov Gradec, the other part becoming the municipality of Dobrova-Polhov Gradec. The municipality of Dobrova-Horjul-Polhov Gradec had seceded in 1995 from the municipality of Vič-Rudnik, which was one of the municipalities forming the city of Ljubljana until 1995.

The flag and arms of Horjul are prescribed by decision Odlok o istovestnostih simbolih Občine Horjul, adopted on 10 February 2000, and published in the official Slovene gazette Uradni list Republike Slovenije, 36/2000.
The symbols were designed by Valt Jurečič of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.
The flag is rectangular, in proportion 2:5. The flag is horizontally diveded in three blue-white-blue stripes, with a square white field in the middle of the flag containing the church from the coat of arms.

The coat of arms can be blazoned as:
Azure on a mount vert a church argent behind fortified walls roofed gules.
