The flag of the Zilina region in Slovakia is quartered : two squares
(yellow - green) at the hoist, two rectangles (blue-red) at the fly. Source:
this
website (in the chapter: Symboly kraja). Drag the small blue
square on the right of the panel on the emblems to read more about them.
(In Slovakian)
According to what I understand, the emblems were adopted on the 27th
March 2002 with the regional "law" n° 5/2002. The colours of the flag are
coming from the coat of arms.
The coat of arms seems to be made of four historical coats of arms,
from the XVIIth c.
The text mentions the existence of a standard for the president of
the region, with no picture.
The pictures shown there are in Flash format, so that they can easily
be enlarged with the right-button of the mouse. You should note also that
there are also the coats of arms of the regional district-capitals at the
top-right side of the page, also in Flash.

Fact, but hardly important: This flag is the upsidedown flag of Windows
:-)
