According to Petr Exner, the flag of the Banska Bystrica Region (Slovakia) is quartered (with the vertical dividing line shifted towards the hoist): blue over white, plus two horizontal stripes, white and red. The flag has been approved on 15th November 2002 (by Decree No. 59/2002).

The Coat of Arms of Banska Bystrica region is at: the official site of the region.
We can expect a (quartered?) flag with blue, white and red colours.

None of the fields is presenting full arms of any Hungarian county. There are derivations of them in this Arms: 1) - former Zolyom (Zvolen) County, 2) former Nógrád (Novohrad) County with different background, 3) bend for Bars (Tekov) County, star and crescent for former Hont County, 4) Gömör and Kishont County (Gemer a Malohont). Arms of historical counties are on Ralf Hartemink´s International Civic Arms. Nógrád County still exists, you know, in Hungary, but with blue field.
