According to my atlas, and according to Heraldický Register Slovenskej Republiky Nesvandy is in Komarno okres (the boundary with Nove Zamky is just north of this municipality). The said book has another flag of Nesvady: swallowtailed yellow with six narrow vertical stripes a the hoist: yellow - black - yellow - red - yellow - black
The flag at this webpage is nearly the same, but it is double-swallowtailed, and the red stripe is wider, with the CoA silhouetted (or umbrated) 5 times. Curious!
