Heraldry:
"Flag of region: a light blue rectangular, at which centre
the white fortress with three towers with yellow roofs and open
yellow hiluses, in which passes yellow horse. Height of an emblem
peer 2/3 heights of a panel. Along flagstaff and free edges on
distance in 1/10 heights of a panel goes on a vertical white
sinuous bar (which width is peer 1/20 heights of a panel). A
relation of the sides of a flag - 2:3."

It is the flag of Brovary rajon (district) of Kiev oblast.
Meanings: golden goal - the Brovary is named 'eastern goal of
Kiev', two wavy lines - rivers Desna and Trubizh.
