"It was confirmed by city council at September, 25, 1996. A square panel which consists of three equal vertical strips - red, white and red, on a white strip placed three black hexagons (entered in conditional circles in diameter in 1/4 sides of a flag). The author is Yu.Terlets'kyi."

"The historical name is Ostal'tsi. Velyki and Mali Ostal'tsi as the property of princes Zaslavs'ky are mentioned in 1648-58 registers. At November, 14, 1783 Leonard Vortsel' has received from king of Stanislav-August the privilege with the right to base in village Ostal'tsi city under name Kostopil'. In the privilege also it was marked, that "a mark or a stamp for confirmation of acts, letters and city such, what proprietor has put to us
