Apparently, the New Flag of Monagas State consists in a Sky Blue field with three horizontal stripes: blue (superior), green (center) and black (inferior) oriented to the lower edge whose latitude is approximately equivalent to a twelfth part of the wide of the field, separated between it by means of spaces equivalent to the twentieth fourth part of the latitude of the field. From the green stripe is arise a yellow sun with seven rays and the silhouette of the Monument dedicated to Juana Ramirez, Heroin of the Venezuelan War of Independence that was born in the region and that was called "La Avanzadora"
