According to Album 2000 Corr 3 [pay03]
- Alternative Civil Flag and Ensign (C--/C-- (2:3)) -
Yellow-blue-red tricolour with severn white fivepoited stars in a
arnc in a blue stripe.
This is, as Mr. Orta pointed out de jure the merchant flag (or
civil ensign), but it is for long now also used as de facto civil
flag and also as an alternative state flag. As for the state and
war flag, the exact disposition and size of stars is not
determined and variations are used. The Album showes the one with
"orientated" stars, but notes also that with all
upright stars.

The de-jure civil flag is apparently never, or very rarely
used, and it is a undefaced tricolour of yellow-blue-red. The
Album do not even mention it (and probably should not, as I
understand this is almost unknown flag nowdays in Venezuela).

The exact graphical layout of the civil flag (and therefore
all the others in the line) is never established and Venezuelan Association of Symbollogy -
VENEZIMBOL is trying to promote a version that they deem is
preferable.
The technical details - the stars are here positioned on an
imaginary circle with diameter 5/6 of the hoist centered in the
middle of the red stripe. The stars are inscribed in circle with
diameter 2/15 of the hoist and are distributed every 17.5
degrees. Nice and simple.
