The pennant of a Flottilla Commander or a Brigade Commander (Plamenac komandanta flotile i odnosno komandanta brigade ratnih brodova) was a blue, triangular forked flag with a yellow anchor in canton.
Obviously, this pennant was meant for naval commander with the highest rank and was transfered to the Fleet Commander (Plamenac komandanta flote) when this rank was introduced (1970s).
As for the other rank flags shown on this page, the Federal Republic of Yugoslavia continued to use the same flag.

After the former pennant for the Flotilla Commander had been reallocated to the fleet commander, a new one was introduced for him, a red triangular flag with a blue border and a yellow anchor near the hoist.
