According to the Manual del Estado Español (Handbook of the Spanish State, Spanish text only) by Editorial Lama, the historical flag [meaning there is no known adoption date] is "Verde con el escudo provincial en el centro" i.e. green with the provincial coat-of-arms in the center.

I recently spent a long weekend in Seville. Two buildings belonging to the Diputación de Sevilla (Seville [Provincial] Council), its seat and the Caja San Fernando (the Seville Savings Bank) building in front of the city hall flew also the provincial flag, green with the provincial Arms in the centre. These were difficult to see clearly, particularly since the flags hung still in little or no wind. Anyway, the coat-of-arms shows Seville's city arms surrounded with the escutcheons of the main towns of the province.

José García Resille of Seville's provincial council supplied me with a colour version of the Arms, including its description. The central escutcheon is that of Seville city, showing Saint Ferdinand (the city's patron saint) with Saint Isidore and Saint Leander at his sides standing amidst gothic architecture, the base showing the "NO8DO" motto. The escutcheon is crowned with an ancient (open) royal crown, and surrounded with the escutcheons of the main partidos judiciales (districts within a province, each including several municipalities). These are counterclockwise Ecija, Osuna, Morón, Marchena, Estepa, Sanlúcar la Mayor, Lora, Cazalla, Utrera and Carmona.
