This county is in Zachodniopomorskie vojvodship in NW Poland. German name: Labes. The flag was at  <http://www.lobez.pl/statut.html>, but the link doesn't work any more.

Łobez might become a separate county, according to this website, but as it is at present part of Stargard Szczeciński county, this flag is unofficial.

Łobez commune flag

The flag of Łobez commune consists of three parallel bands of equal width: yellow, green and red. In the upper corner, just beside the staff, there is the town's CoA. The CoA of the town and the commune shows an image of a crowned wolf taken over from the coat of arms of the Borko family, former owners of the town. See this webpage. The name of the town comes from the river on which it is situated, i.e. the word "Laba". It used to refer to all what was flowing or liquid.
