According to the legislation on the local subdivisions (1997) every municipality is entitled to adopt its own coat of arms and flag. Therefore, all municipalities that have adopted a coat of arms, as a rule, adopted also a flag. In most cases it was a monocoloured flag (mostly red) with the coat of arms in the middle.

The law on local self-governments says:
Article 7.
The units of local self-government may have their own coat of arms and flag.The coat of arms and the flag pursuant to Paragraph 1 of this Article shall differ from the coat of arms and the flag of the Republic of Macedonia and the coat of arms and the flag of other units of local self-government, as well as from the coat of arms and flag of any other state, or of a unit of local self- government of any other state.
The coat of arms and the flag pursuant to Paragraph 1 of this Article shall differ from the coat of arms and the flag of international organizations.
The by-laws of the unit of local self-government shall regulate the manner and procedure for determining its coat of arms and the flag referred to in Paragraph 1 of this Article.
The coat of arms and flag refered to in Paragraph 1 of this Article can be used upon their registration with the organ of State administration responsible for local self-government.

The index given below lists those municipalities for which information on the flag is available. The names of the municipalities are given in the English transliteration, followed by the original Cyrillic spelling.
